SUMMARY:Learn about proposed Duwamish River cleanup changes
DESCRIPTION:Changes proposed to the Lower Duwamish cleanup plan based on updated health risk information \nThe Lower Duwamish Waterway Superfund site is a five-mile segment of Seattle’s only river\, the Duwamish. The river flows between the neighborhoods of South Park and Georgetown and through the industrial core of Seattle into Elliott Bay. Because of past industrial and other processes there are high levels of chemicals in the river sediments\, water\, and fish. These contaminants pose a risk to the environment and to people’s health\, especially for those who eat resident fish from the waterway. In 2014 the U.S. Environmental Protection Agency issued a final cleanup plan for 411 acres of contaminated Waterway sediments. \nAlong with PCBs\, dioxins/furans\, arsenic\, and other contaminants\, cPAHs are targeted for cleanup in the Lower Duwamish Waterway. EPA is proposing changes to the cPAH levels in the cleanup plan to incorporate updated health risk information. These changes are described in a proposed Explanation of Significant Differences (ESD). \nThe chemical benzo(a)pyrene (BaP) is one of seven carcinogenic polycyclic aromatic hydrocarbons (cPAHs). In 2017 EPA scientists finalized an update to the 1987 health risk information for BaP following extensive technical review. The update indicated that the cancer risk associated with BaP is less than previous estimates. \nWe value your input and would like to hear from you. The proposed ESD is available for your review and comment until March 8\, 2021. EPA will present information\, and answer questions\, about the proposed ESD at an online community meeting on February 17\, 2021. The presentation will also be shown in Spanish\, Khmer\, and Vietnamese\, with interpreters for the question and answer session. The recorded presentations will be available online after the meeting. \nNo decisions will be made at this meeting. Cummings will deliver a presentation on her book “The River That Made Seattle: A Human and Natural History of the Duwamish.” Registration is required. Please register HERE.  \nWith bountiful salmon and fertile plains\, the Duwamish River has drawn people to its shores over the centuries for trading\, transport\, and sustenance. Chief Si’ahl and his allies fished and lived in villages here and white settlers established their first settlements nearby. Industrialists later straightened the river’s natural turns and built factories on its banks\, floating in raw materials and shipping out airplane parts\, cement\, and steel. Unfortunately\, the very utility of the river has been its undoing\, as decades of dumping led to the river being declared a Superfund cleanup site. \nUsing previously unpublished accounts by Indigenous people and settlers\, BJ Cummings’s compelling narrative restores the Duwamish River to its central place in Seattle and Pacific Northwest history. Writing from the perspective of environmental justice—and herself a key figure in river restoration efforts—Cummings vividly portrays the people and conflicts that shaped the region’s culture and natural environment. She conducted research with members of the Duwamish Tribe\, with whom she has long worked as an advocate. Cummings shares the river’s story as a call for action in aligning decisions about the river and its future with values of collaboration\, respect\, and justice. \nBJ Cummings is the author of “The River That Made Seattle: A Human and Natural History of the Duwamish” (UW Press 2020)\, winner of the Association of King County Historical Association’s 2021 Virginia Marie Folkins Award for outstanding historical publication. Cummings founded the Duwamish River Cleanup Coalition in 2001\, served as the Puget Soundkeeper Alliance’s “Soundkeeper” from 1994–99\, and as Sustainable Seattle’s Executive Director from 2016–18. She is currently the Community Engagement Manager for the University of Washington’s EDGE and Superfund Research Programs in the Environmental and Occupational Health Department in the School of Public Health\, and is the co-author of several community health studies\, including the Duwamish Valley Cumulative Health Impacts Analysis and Duwamish River Superfund Cleanup Plan Health Impact Assessment. \nCummings holds a Masters Degree in Environmental Geography from UCLA\, and is the author and producer of numerous articles\, books\, and documentary films on environment and development issues locally and throughout the Americas\, including her 1990 book\, “Dam the Rivers\, Damn the People: Resistance and Survival in Amazonian Brazil” (Earthscan/WWF UK)\, and 2000 documentary film “Ecosanctuary Belize” (Outside Television). Her work has been featured in Outside Television’s documentary film\, The Waterkeepers and PBS Frontline’s Poisoned Waters\, as well as numerous regional news outlets. Over the past two decades\, Cummings has been recognized as a National River Network “River Hero\,” Sustainable Seattle’s “Sustainability Hero\,” King County’s Green Globe winner for Environmental Activism\, recipient of Puget Soundkeeper Alliance’s “Inspiration Award\,” and one of Seattle Magazine’s “10 most influential leaders.”  \nThis presentation is part of the Humanities Washington Speakers Bureau. DESCRIPTION:On September 24\, 2021\, the Duwamish River Cleanup Coalition is hosting  the Duwamish River Rally\, a peaceful walk to call attention to the EPA suggested rollbacks for the cleanup of the Duwamish River.  The event will start at the South Park Plaza (8456 Dallas Ave S.).  \nThe Duwamish River Rally is an opportunity for the community to amplify their voice\, demonstrate support for a full Duwamish River cleanup as well as the advancement of health equity and environmental justice in the Duwamish Valley.  \nWhy? Without community consultation\, EPA and responsible parties recently proposed three changes to our river cleanup plan. These changes increase toxic exposures\, health risks to our community and undermine communities hard-won river cleanup which violates EPA’s and Ecology’s environmental justice policies. These changes ignore our local governments’ stated commitments to equity\, and threaten to further exacerbate pronounced health disparities that have been documented in our communities. \nThe communities most impacted by the Duwamish Superfund site are in Seattle’s low-income\, Black\, Indigenous\, People of Color\,  Immigrant and Refugee neighborhoods of South Park and Georgetown – areas that are home to some of Seattle’s most economically disenfranchised households with poor health outcomes. To begin to right the scales of justice\, our community deserves the most thorough cleanup possible – or\, at least the cleanup that was ordered by EPA in their 2014 Record of Decision for the Superfund Site.   \nThe Duwamish River must be recovered to standards that support our community and fishing for future generations. DESCRIPTION:The second public meeting for the community led restoration of Roxhill Bog will be held online November 17th from 6:30 to 8:00 pm\, to provide an update on the hydrology study of why the wetland has been drying out and possible solutions along with the results of the community survey that was conducted.  The online link to the meeting can be accessed by registering through DNDA.org  or Duwamishalive.org \nRoxhill Bog is one of the last peat wetlands of the historical 26 within Seattle\, dating back 10\,000 years and home to a unique ecosystem of plants and animals.  It’s also the headwaters of Longfellow Creek and an important community asset where the community can experience and learn about nature.  Over the last couple decades\, it has been drying out\, which has significantly degraded its ecosystem – with increased invasive plants\, loss of wildlife\, and unsuitable usage of the area creating safety concerns.   \nCommunity members\, alarmed about the loss of this community treasure\, created a collaborative partnership with the Delridge Neighborhood Development Association\, Duwamish Alive Coalition\, Roxhill Champions\, and American Rivers to help restore the bog wetland.  With help from Seattle Councilmember Lisa Herbold and King County Councilmember Joe McDermott. the partnership was able to acquire funding for the hydrology and soil studies and the community survey\, which received over 260 responses\, and restoration design.  \nThe November 17th public meeting will review the results of the studies\, and community survey and seek input on the restoration design. DESCRIPTION:RainWise\, a partnership between King County Wastewater Treatment Division and Seattle Public Utilities\, has a BIG ANNOUNCEMENT! \nThe West Seattle neighborhoods around Sunrise Heights\, Westwood\, Fauntleroy\, and Arbor Heights are eligible for RainWise rebates – again! \nIn 2013\, King County joined the RainWise program\, and parts of West Seattle became eligible for rebates that pay for rain gardens and cisterns on private properties. By capturing the rain that falls on roofs\, these installations help keep stormwater out of the sewer system and prevent overflows at the Barton Pump Station near the Fauntleroy ferry dock. After five years in the program\, almost 150 properties put in rain gardens and cisterns that manage the equivalent of rain falling on five acres of roofs. In addition\, 15 blocks of highly engineered roadside rain gardens were put in to let rain washing down streets and sidewalks to soak into the ground. All of this has really helped but as we look to a future of heavy rains and atmospheric rivers\, we would love more help to manage the rain in this area. \nHow does RainWise help? During heavy rains\, the sheer volume of polluted stormwater can cause our combined sewers to overflow. This negatively impacts human health and the health of marine life\, such as salmon and orcas. We can reduce this water pollution by installing green stormwater infrastructure solutions\, such as rain gardens and cisterns. This is where RainWise comes in. \nWhat is RainWise? RainWise is a rebate program jointly run by King County Wastewater Treatment Division and Seattle Public Utilities. RainWise rebates help property owners manage the rain by installing cisterns and/or rain gardens on their private property.
